NORTHEAST ARKANSAS REGIONAL LIBRARY SYSTEM

The Northeast Arkansas Regional Library is an administrative entity that oversees the five public libraries in Clay, Greene and Randolph counties. The Greene County Library in Paragould is the headquarters library for the system. Other NARL branches are located at Corning, Piggott, and Rector in Clay County and Pocahontas in Randolph County.
Until 1998, the Greene County librarian also served as director of the Northeast Arkansas Regional Library, a position for which the Arkansas State Library requires a master's degree in library science. But after Paullean Capps retired in May 1998, the two positions were split. Sandra Collar Rogers was hired as Greene County librarian, beginning in July 1998. Hal Hubener took over the job of regional librarian in January 2000.
A five-member regional library board makes decisions that affect all five libraries, administering the state funds allotted to the region and overseeing cooperative programs such as inter-library loan and the computer automation of check-out procedures and collections management. But each county is still independently governed by a separate county library board with five members serving staggered terms. County board members are appointed by the county judge subject to the approval of that county's quorum court.
The Greene County Library has been part of a regional system since 1963 when it joined with its northern neighbor to form the Greene-Clay Regional Library. When Randolph County joined the system in 1965, the name was changed to the Northeast Arkansas Regional Library.
Earlier regional librarians were Kathleen Sharp, 1963-1979, Nancy Evans, 1979-1988, followed by Pauline Capps between 1988 and 1998. Hal Hubner was regional librarian 2000- 2002. Since 200, Mike Rogers has held the position.
